Kaitangata, Stirling and Lovell's Parish Committee chairman Evan Dick had previously told the Otago Daily Times the community hall, at the corner of Exmouth and Eddystone Sts, was in a state of disrepair and was going to cost too much to upgrade on its own.
The committee agreed to work with the Lovells Flat Parish Committee to create a community centre from the church building opposite the hall.
A breakdown of the committee's plans have been provided to the council as the committee seeks a $100,000 grant.
A lease agreement between the Kaitangata Community Centre Charitable Trust and the Synod of Otago, as owners of the church building, was also provided to the council.
The surveyor's report estimated the extension to the church building would cost $704,200, and ancillary costs estimated to be an additional $105,000.
The committee estimated it would need to raise $804,000.
The council will meet tomorrow to discuss the $100,000 grant proposal.
