
Paul David Bailey, 60, waived his appearance before the board earlier this year and has had his next hearing postponed for five years — the maximum period available.
Bailey was jailed for life in 1992 for killing and violating 15-year-old Kylie Smith, who had been out riding her horse at the time.
Armed with a .22 calibre rifle, he approached the victim, forced her into his car then drove into an area of bush, where the crimes took place.
A month before the murder, Bailey had been charged with an attempted rape in Ettrick and was on bail at the time of Kylie’s murder.
In 2005, he was also convicted of violations of another young girl, which had occurred in 1989 and 1990.
The Parole Board heard Bailey had completed child-sex-offender treatment but had been kicked out of the maintenance group.
He had later undertaken two brief periods of individual psychological work "and he appears to have retained an intellectual understanding of his offence process", panel convener Neville Trendle said.
However, a report put Bailey at well-above-average risk of further sex reoffending and high likelihood of future violent crimes.
Kylie’s family remained vehemently opposed to his release from prison, stressing he was "a danger to women in the community".
If he was ever to be paroled, they requested it was to the North Island.
Like his last hearing in 2023, Bailey refused to appear before the board, giving no reason for his non-attendance.
"Mr Bailey has made very limited progress on reducing his risk of reoffending since his sentencing some 33 years ago," Mr Trendle said.
He also noted the prisoner had returned a positive drug test for cannabis last year.
"There is no information before us that would lead the board to consider that any change in his circumstances is likely for the foreseeable future," Mr Trendle said.
Bailey previously indicated he would rather be deported to the United Kingdom than released in New Zealand.
He will next see the Parole Board in 2030 but could apply for an earlier hearing if his circumstances changed.
