Planner in favour of subdivision

A planner has recommended a nine-lot subdivision near Arrowtown be granted consent without public notification.

Applicants Alistair Hey, Peter Dennison and Stephen Grant applied for subdivision consent for the two stage subdivision at 41 Rutherford Rd and 259 Arrowtown-Lake Hayes Rd in January.

They also applied for land use consent to identify building platforms, earthworks and access and flood protection construction.

A resource consent hearing will be held to determine the application in Queenstown tomorrow.

The Arrowtown-Lake Hayes Rd site, which spans either side of Mill Creek, has an area of 4.05ha, while the Rutherford Rd site, elevated above Lake Hayes, is 2.566ha.

Six 700sqm building platforms have been proposed on 4000sqm lots, along with a local purpose reserve.

Two lots - one containing a dwelling - were proposed to be amalgamated on the rural residential site.

Environmental planner Ella Hardman, of Southern Land Ltd, said in the application the site could ``reasonably accommodate'' up to eight dwellings as a controlled activity.

``An application to construct six residential dwellings within the site could, as a controlled activity, not be declined by council and affected parties' approval would not be sought.

``As the visual effects of the proposed subdivision verses the construction of six dwellings would be identical, it is considered that affected parties' approval from the surrounding neighbours need not be sought.''

There were no special circumstances to warrant notification, the application said.

Proposed earthworks to form a flood protection bund along the northern boundary of lots 4 to 6 would further reduce visibility of any future development within the building platforms when viewed from the north.

The esplanade strip would result in positive effects in terms of public access and amenity and would connect with existing esplanade strips on adjoining properties and provide access along the entire length of Mill Creek.

``Overall, it is considered that the proposal is consistent with the character and amenity of the surrounding area and that overall the effects would be less than minor,'' the application said.
