The incident, which involved an aircraft operated by The Helicopter Line (THL), happened about 3pm.
Jeff Staniland, chief executive of THL owner Skyline Enterprises, said the Squirrel AS350 B2 helicopter ''tipped over'' while landing on snow on Mt Sale during a sightseeing flight.
It was carrying five tourists: two Australians and three Chinese.
''Everyone's OK - we've been told one of the passengers has a cut on their knee.''
Another THL helicopter reached the site within 10 to 15 minutes of the incident, Mr Staniland said.
The passengers were flown back to the company's base at Queenstown Airport by 3.30pm, where St John ambulance staff were waiting.
Mt Sale (1708m) is 7km north-east of Arrowtown, and about half way between the township and Cardrona village.
Transport Accident Investigation Commission spokesman Peter Northcote said a team of four investigators would be in Queenstown on Tuesday morning to begin interviews and visit the scene.
