Plan change 29, which relates to Arrowtown's urban boundary, plan change 30 (urban boundaries in general) and plan change 27a (an amendment to noise standards) will be notified on August 19.
Submissions on the noise amendment plan change would close after 20 working days.
But the two "more significant" plan changes would have seven-week submission periods, closing on October 9.
"This gives not only the Arrowtown community sufficient time to fully engage in the process, but all communities," Mr Geddes said.
The council planned to introduce urban growth boundaries across the entire district.
The issue was an important one, "whether you live in Makarora or Kingston", Mr Geddes said.
He reminded residents who had commented on the council's discussion paper on the urban boundary issue they needed to become involved in this phase.
"The comments and feedback have been a valuable guide to finalising the proposed plan change but the actual decisions will be taken around the submissions," Mr Geddes said.
"It's effectively a new process."
