A land swap has been agreed in principle to allow the construction of the Frankton Flats eastern access road and the Glenda Drive-State Highway 6 roundabout to progress.
The Queenstown Lakes District Council and Shotover Park Ltd yesterday signed off the swap, dependent on the agreement of all parties affected by the proposed roading network.
Authority for QLDC chief executive Debra Lawson to sign the agreement was granted at the year's final council meeting.
While it has long been recognised the flats will accommodate a large amount of residential and commercial development, the location of the arterial road network for that is yet to be finalised.
Speaking at the council meeting, Shotover Park and Remarkables Park Ltd director Alastair Porter said he was "absolutely delighted" to see the agreement come before council.
The eastern access road would mean driving between the Shotover Park development , near the roundabout, to the Remarkables Park Town Centre would take only three minutes.
Queenstown Lakes District Mayor Vanessa van Uden said the aim was to get the project going as soon as possible "to improve the safety of Glenda Drive".
In a report to the meeting, QLDC transport manager Denis Mander noted that while Shotover Park and Remarkables Park hoped to "fast-track" construction, there were matters still to be resolved.
