Consent granted for restaurant

A new 24-hour McDonald's restaurant, drive through and McCafe has been approved for Frankton but residents who oppose the plan still have a fortnight to appeal.

McDonald's Restaurants (NZ) Ltd was granted land use consent to establish a 24-hour restaurant beside Mobil service station on State Highway 6A at Frankton.

Commissioner Jane Sinclair's decision says the application was non-notified, despite it being a non-complying activity in the Corner Shopping Centre Zone, in which it sits.

She said the council was satisfied the adverse effects of the activity on the environment would be minor and all affected parties had given written approval for the restaurant.

The consent was granted with 19 conditions, including implementation of an approved landscape plan and limits on signage, parking and noise.

The restaurant, drive through and McCafe would be located in a single-storey 533sq m building, with a cedar and schist exterior.

A total of 24 car parks will be provided on site.

The New Zealand Transport Agency had provided written approval because the restaurant would not have an adverse effect on the safety and functioning of the state highway.

Mrs Sinclair said the restaurant would not increase demand on infrastructure and would not adversely effect the privacy of nearby residents.

"Subject to the recommended conditions of consent, the proposed activity can be undertaken 24 hours a day within the noise limits anticipated and provided for the surrounding area, such that any nuisance effects on neighbouring residential properties will be insignificant," she said.

McDonald's communication consultant Kylie Taylor said the company did not have an opening date set yet.

"We don't have a construction schedule at this stage but we are looking at some time towards the end of the year.

"It generally takes 12 weeks to open from when construction starts," she said.
