A rescue helicopter was dispatched to the seaside township after reports of the accident just after 1pm.
While details are still unclear, police said the man - thought to have been the driver and sole occupant - was out of the vehicle when it moved and hit him before continuing down a bank near at the village's wharf.
A woman at the scene in Haven St said the man was lying on the ground, under a blanket, while they waited for the helicopter.
She said the vehicle remained over the edge of a bank at the village's wharf.
"It's straight over the bank, nose down, by the wharf there . . . right over the edge," she said.
Two fire engines, police and ambulance staff were at the scene.
