The Goodland Heights site is in the first stage of a four-stage development, planned to have 148 residential sections in total, 40 additional motel rooms and four apartment tower blocks.
Goodland Group began work on Goodland Heights, which overlooks the centre of town and the sea, this year.
Senior project manager Hari De Alwis said stage 1 was on track for a February completion date.
Last year, Goodland Group demolished the old Oamaru hospital.
The group has owned the land and buildings on the site since 2004.
