Sergeant Tony Woodbridge, of Oamaru, said the Christchurch man had been in the water for an hour before a ``local fishing vessel'' rescued him.
The coastguard was notified after people on shore saw the man seated on his kite and struggling, Sgt Woodbridge said.
``He's been in the water a while and was cold,'' Sgt Woodbridge said.
A police spokeswoman said the kite surfer got into ``trouble'' about 4pm.
``He was pulled into shore by a member of the public and reunited with his family.''
St John spokesman Ian Henderson said the man was assessed and was uninjured.
