Senior Constable Darrin Low said last night one man, driving a large ute towing a horse-float containing a sick horse, refused to listen to roading staff and drove across the Big Kuri Creek bridge, putting himself in danger.
His behaviour was "just idiotic" and he would receive a ticket.
Snr Const Low also arrested a young local man and charged him with obstruction after he drove through the road block, having become frustrated with waiting and wanting to see his girlfriend.
"He was just an idiot," Snr Const Low said.
The decision to close the bridge was made by a roading engineer, who decided the crossing was too dangerous.
While it was frustrating for motorists, they needed to "show a little trust" in emergency services and roading staff, as there were reasons for the closure.
It was the third time in a week water had come over the bridge.
