Waitaki Mayor Gary Kircher has been working with Waitaki District Council economic development manager Gerard Quinn to develop the two new taskforces.
One would focus on economic recovery and the other on social recovery.
Safer Waitaki was likely to form the core of the latter, identifying the social, cultural and environmental needs of the community.
Councillors had approved the concept and main terms of reference, but members were still being identified.
"The purpose of the [taskforces] is to provide a responsive and co-ordinated mechanism to work with community and business groups and individuals across Waitaki to help us build a stronger, more resilient economy and community," Mr Kircher said.
An "advisory waka", with a membership of up to 20 people, would also be formed to identify opportunities and challenges with a broader perspective.
"We want a whole lot of people who are out in the community, who are seeing what’s happening on the ground and who will have contributions [to make]," he said.
