A Fire and Emergency New Zealand spokesman said two volunteer crews from Oamaru responded to a switchboard fire that resulted in a building on the site becoming ``heavily smoke-logged'' about 10.20am.
An employee who did not give his name said staff were evacuated about 10.15am.
A siren sounded and staff returned to work shortly after 11.15am.
The plant manager was not immediately available for comment.
