The yet-to-be-appointed economic development manager will report directly to council chief executive Fergus Power, who said he suggested the position's creation "immediately" upon taking on the role six months ago.
"It was an obvious need," Mr Power said in an emailed response to Otago Daily Times questions.
"I am keen to get this resource on board as quickly as possible so that we can start positioning ourselves in relation to the Provincial Growth Fund etc."
In a statement, he said the economic development manager would be responsible for the strategic leadership, planning and execution of economic and business development work.
He said the district had opportunities for growth due to its built heritage, geography and geology.
"Not only that but we have commercial opportunities in the aeronautical, horticultural, agricultural, viticultural, tourism, heritage areas that have the potential to bring significant economic benefits to Waitaki."
Another possible new role at the council, heritage adviser, was scrubbed from next year's budget last month in the council's preliminary discussions on its 2018-28 long-term plan.
