Despite the "disappointing" turnout, they were a talented bunch, four-time Latvian luge Olympian and resident luge coach Guntis Rekis said.
Warm weather and rain also hampered the competition meaning contestants could not compete over the entire course, starting at the halfway mark (180m) as there was no ice at the top.
It was the Steele family, of Ranfurly, who took top honours in the competition with Josh Steele (16) winning the junior men's section in 42.79 seconds and sister Elle Steele (13) taking the junior women's title with a time of 44.28 seconds.
New Zealand Olympic Luge Association president Geoff Balme said Elle was the most consistent junior woman racer over the whole season winning, all three Naseby Cup races after being fifth overall last year.
"Like his younger sister in the junior women [Josh] Steele was the most consistent junior men racer over the whole season winning all three Naseby Cup races as he did in 2011 and 2010.
After placing third last year, Steele regained the title he first won in 2010."
Mr Balme said the challenge now was to attract more competitors and "try and expand the reach" of the sport.
At the moment, most of the racers were from the Maniototo or had links to the region - "cribbers" for example.
While a few ideas were being thrown around, creating an interschools competition or moving the championships closer to the school holiday luge camps for example, they were still some way from coming to fruition, he said.
"It would be great if we could get kids from Cromwell, Alexandra and so on here."
A plan, with the hope of attracting or creating more competitors for the senior men's and women's races, was to drop the international rules regarding age.
Those rules state anyone under the age of 20 is classed as a junior but Mr Balme said they might cut off eligibility for the junior section at 15 years of age.
The championships ended the 2012 racing season in which a total of 27 athletes competed in the three-race Naseby Cup series and the New Zealand Championships.
