A "tight labour market" has led to vacancies in the Waitaki District Council's heritage and regulatory group - and could mean "a bumpy couple of months for us", council heritage, environment and regulatory group manager Lichelle Guyan says.

There were five vacancies in her group at the council including two building control officers, a fixed-term planning officer, a fixed-term administrator and the environmental services manager, she warned councillors late last month.

"Some of our project work may not get progressed," she said.

Her report to the heritage, environment and regulatory committee noted that building officers were focused on monitoring workload and performance against times rather than the more ambitious internal council performance measures.

And while officers were meeting the 20 working day statutory timeframes, they were not likely to meet the internal 15 working day targets.

Mrs Guyan said the tight labour market was affecting councils throughout the southern region.
