Waitaki Mayor Gary Kircher said he understood there were "no strong common themes'' to the submissions but rather a "reasonable level of interest across the board with different things people would like tosee happen''.
"There's always the opportunity for the public to say 'we want things that aren't in there','' he said.
The council plan proposes an average 0.19% rates increase, lower than forecast in the council's 2015-25 long-term plan, which projected a 2.1% rates increase for the coming year.
The council received 73 submissions on the proposed plan and 39 submitters wished to speak to their submissions, a council spokeswoman said.
A day of hearings was originally scheduled for Wednesday, and a second day of hearings has been added, on Monday.
Public consultation began on March 18 and closed on April 22.
However, the council heard an appeal for a late submission this week.
Louisa Burrell spoke at an extraordinary council meeting late last month, to ask the council to improve access for motorised wheelchair users, and rubbish collection for businesses.
The council is expected to make final decisions on the plan on June 8 and adopt the plan on June 22.
Consultation document
A consultation document released in March outlines the council's plans to spend:
$40,000 on a services review; $150,000 on a water treatment field at Falstone Camp; $50,000 on a suspension bridge over Oamaru Creek; $28,000 on footpath in Warren St in Oamaru, $60,000 on toilets at Campbells Bay in Kakanui; $222,000 on regulatory services improvements; $80,000 on Sailors Cutting wastewater discharge; $150,000 on the Palmerston Medical Centre; $30,000 on Palmerston walking improvements.
