The Waitaki District Council will consider 140 submissions on its 10-year Long Term Plan when it meets this month.
The council only received about 50 submissions the week before the April 24 deadline, but a last-minute surge saw that increase to 140,compared to about 80 on last year's annual plan and 500 for the last long term plan, in 2012.
The difference may be because the 2012 plan proposed a rates rise of about 7% and included separate consultation on the waste minimisation plan that prompted fears the Waitaki Resource Recovery Trust's operation in Chelmer St could be under threat.
No overwhelming major issues emerged in submissions this year and general feedback was received on most of the 28 larger projects included in the plan.
Some focus on plans for the Dunback domain and its tennis pavilion, the Alps 2 Ocean cycleway and a suggested coastal cycleway.
Forty-eight submitters indicated they would like to speak to their submissions at hearings in Oamaru on May 11, 13 and 18, when the council meets to consider submissions and staff reports.
The council will make its final decisions on May 27 and the final plan will be formally adopted on June 24.
