Golden View Lifestyle Village manager Trish Bulling confirmed plans to build six new homes.
This was in addition to 19 assisted care apartments on the site in Cromwell.
She said 143 residents, in 94 houses, were already living in the multimillion-dollar complex, where construction began in late 2018.
Work on a 60-bed aged care centre, which includes a 12-room dementia ward and a palliative care suite, had been delayed slightly by Covid-19.
Mrs Bulling confirmed work should have been completed late this year but this has been pushed back to mid-2021.
It would also have a respite care facility for residents.
This was in addition to the new assisted care apartments, which were yet to be constructed.
"It is a step between the village and the age-care centre. They have access to nurses and carers in the hospital."
When announced, the state-of-the-art facility, on a section between the retirement village and Nichol's Garden Cafe along State Highway 6 near the State Highway 8B intersection, was expected to cost about $13million.
