The submission process for the draft 2018-28 long-term plan opened on May 28 and closed at 5pm on Monday.
Council chief executive Sanchia Jacobs said the council received 466 submissions.
Of that number, 94 indicated they wished to present their submissions at council or community board meetings.
The council’s previous record for a consultation process was 357 submissions for the 2013 annual plan.
In that year, the key consultation topic was water funding models.
They only received 200 submissions for their 2015-25 10-year plan, an increase of 133%.
Most of the submissions were from the Vincent (Alexandra, Manuherikia-Earnscleugh) and Cromwell wards.
The issues in the draft plan included the $28.3 million Clyde wastewater project, the biggest project ever proposed by the council, in which residences will move from septic tanks to reticulated pipes.
Other issues in the plan were the $14 million Lake Dunstan water supply and an $830,000 upgrade to the Clyde historic precinct.
Ms Jacobs said a series of council and community board meetings were scheduled from May 28 to June 7 to consider all submissions and listen to ratepayers who wanted to present.
The final draft of the plan would be adopted on June 27.
"We are really happy with the number of submissions received, the community has been very engaged," Ms Jacobs said.
