Owners of land in Alexandra where a Placemakers was to be built are opposing an "unreasonable'' request they must fix the road outside before building.
Goldline Exploration received building consent in February to establish and operate a Placemakers on the Boundary Rd-Eclipse St site.
At a Central Otago District Council hearings panel meeting last week, Goldline directors opposed a condition which stated they would have to upgrade Eclipse St, including paving the gravel road, building a footpath and installing street lights.
Director Mark McLaren said Goldline missed out on the Placemakers contract but wanted to "sort out the rules'' for future land use.
"I don't know why we got burdened with having to upgrade the road.''
Council planning consultant David Whitney recommended the condition be amended so the applicant would have to upgrade it to a lesser extent.
The rule to upgrade the street would only be triggered if it was to build another retail building.
The new standard was "more reasonable'', Mr McLaren said.
"But the crux of the matter for me it why it hasn't been upgraded already?''
● The panel reserved its decision on an application by Pisa Moorings Vineyard Ltd to subdivide a 16ha site which includes a vineyard into 82 allotments.
A letter was sent on behalf of the applicant to the hearing saying it agreed with all 45 conditions recommended by Mr Whitney.
