The subcommittee yesterday passed a resolution to agree in principle to the location of the trail within road reserve, as recommended by district council roading manager
The Clutha Gold Trail Trust plans to develop a 73km cycleway and walking trail through the Teviot Valley.
In order to apply for funding for further investigation into the project, the trust needed approval in principle relating to the trail's location.
In her report to the committee, Ms Muir said the council provided licences to occupy for other privately-owned and operated services within road reserve, such as irrigation races, water supplies, and power lines.
"The final legal agreement for the trail would be similar to these. At this stage the working group is not in a position to be able to provide detailed information as to the location of the trail . . . which is why agreement in principle is requested," she said.
Ms Muir said it was the first time consent for a privately-operated trail within road reserve had been requested.
The trust would have to provide further information and source funding for easements before the council could grant a final licence to occupy, Ms Muir said.
