Plan change notification extended

The full Queenstown Lakes District Council will decide next week on its submission regarding Arrowtown South's private plan change after the strategy committee recommended it yesterday.

Plan Change 39 was "accepted" by the council on November 24.

Senior policy analyst Karen Page told the committee the applicant had requested the notification period be extended from four statutory weeks to seven weeks, straddling the Christmas break.

"The benefits of this extended timeframe will include capturing the large number of absentee property owners over the holiday period, as well as Arrowtown's permanent residents," Ms Page said.

The private plan change would be heard before a hearings panel in 2010, after the council's plan changes 29 (Arrowtown Boundary) and 30 (urban growth boundaries) are heard.

Ms Page recommended the council make a submission on Plan Change 39 to ensure it could be party to any potential future appeal processes.

The submission, which was approved by the committee, opposed the plan change unless five matters were met.

They are: the plan change is consistent with the council's decision on Plan Change 29 and 30; it results in good resource management outcomes with respect to urban design, open space and recreation networks, transportation networks and connectivity, infrastructure provision and stormwater, landscape and heritage protection; it generally aligns with Arrowtown guidelines; it generally aligns with Arrowtown's Community Plan, notwithstanding the decision on Plan Change 29; and it ensures appropriate amounts of affordable and community housing consistent with the eventual decision on Plan Change 24.

The reasons for the submission included the plan change was not consistent with Plan Change 29 as notified and to ensure good resource management outcomes were achieved.

The council will discuss the recommendation at its last meeting for the year next Wednesday.
