The decision on plan change 19 Frankton Flats special zone (B) has been ratified by the Queenstown Lakes District Council and will be notified today.
Council senior policy analyst Alyson Hutton said it was an important step in securing the zoning of the land between Queenstown Airport, Glenda Dr industrial area, State Highway 6 and Frankton Flats.
"The Frankton Flats special zone process had been comprehensive and the council had put a large amount of resource into achieving zoning of the site," she said.
Three commissioners heard submissions in July and again in October 2008 and made their recommendation to the council last month.
The process was further complicated by the fact that Five Mile Ltd went into receivership on the first day of the hearing.
The structure plan provided for residential, industrial, business and retail activity, which would play an important role in providing for the future growth of Queenstown, she said.
"Even though the ownership of a large portion of the plan change area is uncertain, the decision provides a base for future landowners to plan appropriate development within the area," Ms Hutton said.
Provisions in the plan change ensured a high level of urban design to reflect its location at the entrance to Queenstown.
