Robust policies at the Otago Regional Council mean it can be confident fraud involving the sale of assets is not occurring.
Chief executive Peter Bodeker told this week's ORC meeting its policy on ''capital expenditure and asset disposal'' was sound after he was asked to review it by chairman Stephen Woodhead.
The review came in the wake of revelations of an alleged $1 million fraud involving up to 100 vehicles missing from the Dunedin City Council's Citifleet operation. Mr Bodeker said he was happy with the ORC's policies.
''I have reviewed them and believe they are very sound and enable us to have a degree of surety that fraudulent activity with respect to asset purchase and asset disposal is not occurring in this organisation.
''We have done as much we can to ensure that it doesn't happen.''
Fraud in this area was unlikely because all asset sales were on the ''open market'' and required the approval of corporate services director Wayne Scott.
Most surplus vehicles were sold through Turners Auctions, or occasionally traded in, or sold by online auction.
The delegated authority for how much senior staff could spend on assets, without approval from more senior staff, was also ''quite limited''.
