Insurance companies required a greater level of detail, especially with regard to buildings and property, a report to a council committee said.
Brokers had obtained comprehensive coverage for all property and assets previously covered but the council was not able to obtain civil defence insurance cover.
That policy had covered the council for the costs it could incur when responding to a civil emergency.
Corporate services director Wayne Scott said the premium had gone from $135,048 to $144,361 exclusive of GST.
The council had 50 vehicles, which travelled thousands of kilometres a year and the increase in premiums from $15,816 to $17,459 for motor vehicle insurance reflected the level of use and safety issues.
