Housing New Zealand (HNZ) is evicting five tenants who have terrorised neighbours in the Lower Hutt suburb of Pomare.
HNZ issued tenancy termination notices yesterday to the tenants, who lived in and around Farmer Crescent , giving them 90 days to leave.
The move came after a woman and her two children left their home in the street last month following threats, The Dominion Post newspaper reported.
Residents included gang members who had intimidated the woman, and two men who allegedly burgled her.
HNZ chief executive Lesley McTurk said the tenants had "severely disturbed the community".
HNZ would work with the families to find alternative accommodation, outside of state housing, she told Radio New Zealand.
HNZ had obligations to create safe communities and could not have tenants in breach of their tenancy agreements.
Dr McTurk said two tenancy termination notices had also been issued to people in Auckland.
HNZ was monitoring nearly 30 other tenants in Lower Hutt.
There had been home invasions and other anti-social incidents in Pomare during the past six months, Dr McTurk said.
"We have not been able to take action in those cases because of the difficulty in getting evidence from witnesses who are too intimidated or terrorised by their neighbours to come forward."
HNZ would work with police to tackle the gang activity, she said.
