Police enforced a trespass order this morning and arrested them at the scene yesterday.
A Dunedin City Council spokesperson said the trespass notice was issued last week to a person occupying the entrance of the building after they received complaints about their behaviour.
The person was given a week’s notice to leave.
"Police and our staff have been working with the person, including offering them support and assistance to find alternative accommodation, but these offers have been declined," they said.
A witness to the arrest told the Otago Daily Times that the person was resisting police.
