Frank Kelly, who evidently has a long history of acrimony with staff and councillors, began his submission in fiery form, claiming the consultation was merely "window dressing", as council staff were not there, despite strategy and development general manager Kate Styles sitting directly across the council table.
He launched into a tirade against rent rises for council housing, claiming it was "blatant exploitation of the elderly", and the council was trying to "exploit and cheat" the most vulnerable citizens.
He then attacked chief executive Jim Harland and other council managers, with whom he had evidently communicated in the past, and suggested Mr Harland be fired.
Councillors took issue with his submission, Cr John Bezett labelling it "disgraceful".
Cr Walls apologised for his behaviour after the slanging match, and said the history between himself and Mr Kelly went back to the early 1990s.
"I don't think the annual plan is the place to make this sort of accusation," Cr Walls said
