Council chief executive Sarah Gardner said the council had two proposals for reshuffles for ''discrete areas of the organisation''.
''Staff affected have been invited to provide submissions on the proposals. No decisions on any change to structure have been made.
''The proposed reorganisations are initiatives that consider how Otago Regional Council can best continue to be the agile, efficient and proactive organisation our ratepayers expect.''
The council did not answer questions about when changes were likely to occur or whether redundancies were on the cards.
