Responsibility for the cameras is still to be transferred from the Otago Regional Council, following months of concern over increasing violence and disorder at the central city hub.
Concerns were raised after the Otago Daily Times reported in March that the bus hub cameras were not switched on.
All the cameras are now working.
Information released by the city council under the Official Information Act shows the regional council and city council began exploring options for the cameras in March 2019.
The delay in actually transferring responsibility was due to personnel changes and Covid-19, the city council said.
The agreement to transfer ownership was "nearing conclusion".
An email from a regional council staff member to a city council counterpart in March last year said the legal agreement for the transfer was being expedited.
A draft agreement was sent out in May that year, but by February this year, there had been no further progress.
Frequent communication about the issue appeared to have resumed in March.
The Dunedin City Council is responsible for 284 CCTV cameras.
Of those, seven were not operational at the time of receiving the information, but were being repaired or replaced.
The total includes 13 street cameras in and around the Octagon, other traffic cameras which are monitored by the NZ Transport Agency, and internal facing cameras at various council facilities.
In March, Senior Sergeant Craig Dinnissen expressed concern about the delay in getting CCTV footage at the hub.
Issues he had been told of included youths being drunk, getting into fights, huffing aerosols, bullying and generally being intimidating.
Officers did patrol the area to see what was happening, but as soon as they left, "they kick back off", he said at the time.
In a statement yesterday, regional council transport manager Garry Maloney said the council looked forwards to transferring ownership of the cameras.

Excuses, excuses. More likely lack of will and disorganisation. Now if it had been a case of placing road cones and reducing parking - it would have been done in days. DCC does not care for pedestrians.
