Octa Associates project manager David Booth said the lights would wash the building with light at night.
They would be installed from the ground level, and on each level up the building, and strip lights would be installed on window sills, replacing "rudimentary" halogen lights on the building.
Mr Booth said the lights were more energy-efficient than those in place. The work was intended to be completed in one day.
The cost of the work was not available late yesterday.
The lighting enhancement is part of an upgrade of the chambers, Dunedin Centre and town hall originally budgeted to cost $45.7 million.
Between $3 million and $4 million of savings were recently identified from within the project.
