First step in rating review

A promised review of the rating classifications of the Taieri flood and drainage works will begin with an economic assessment of the schemes.

The Otago Regional Council promised Taieri farmers last year it would conduct a review after concerns were raised about the cost of future flood and drainage works.

At last week's finance and corporate meeting, councillors considered a report outlining principles for the council to follow in undertaking the review of the targeted rating of the lower Taieri flood-control and drainage scheme and the East Taieri and West Taieri drainage schemes.

Cr Duncan Butcher said a comprehensive study of the potential costs of any enhancements had been discussed in council workshops, but before any of that work could be considered, a review of the rating system was needed.

Cr Stephen Woodhead said a fresh look at the whole scheme was needed and the stipulation that the review be comprehensive and inclusive of all flood-control and drainage issues in the area was important.

"Let's move forward."

Cr Bryan Scott said, historically, the rating system had been based around risks from the Taieri River but now there was the issue of the Silver Stream.

"We need to start again, taking account of the principles and come up with a fair rate of classification."

Corporate services director Wayne Scott said the starting point would be the economic basis of the benefits of the schemes.

The council would be under pressure early next year to have the review completed in time to be considered in the next round of annual plan considerations.

"It's going to be a challenge. At the end of the day, a rate is a tax system rather than dealing with beneficiaries."
