The Dunedin City Council building in Moray Pl, which also houses the city’s Ministry of Education office, has had extensive structural strengthening in the past year.
It had been assessed as meeting 15%-20% of the new building standard, making it earthquake-prone.
"The improvements will bring the building up to a minimum of 70% of the new building standard," a council spokesman said.
Internal fire and electrical systems and elevators were also being upgraded, he said.
The project was running within budget.
Ministry of Education staff made a temporary move to Stuart St in January last year.
"We continue to work closely with the Dunedin City Council through this project and it is planned for ministry staff to relocate back to 414 Moray Pl in May 2024," a ministry spokeswoman said.
