Damian Newell had been seeking a second term, but - in updated provisional results - fell just 181 votes short of snatching the 14th and final seat from Cr Mike Lord, who secured 2604 votes.
Mr Newell was not able to be contacted yesterday, but in a Facebook post thanked his supporters for their messages since Saturday.
He was "obviously disappointed'' but also "in a good spot'', as was the city, and the new council also had his full support.
He was "keen to help any way I can'', he wrote.
"Ask not what the council can do for you, but what you can do for your city,'' he said.
