As Local Government New Zealand (LGNZ) president, Mr Cull will be attending the United Nations Climate Change Conference Cop23 (conference of the parties) event in Bonn, on Friday, Saturday and Sunday.
Mr Cull said around the world, the initiatives on climate change were on ''a sub-national level''.
The purpose of Cop23 was ''around local, regional, and city authorities, and even businesses, putting in place projects or partnerships to further the ambitions of the Paris agreement''.
The conference will discuss the progress of the agreement and its implementation guidelines.
Its focus is on the development of guidelines on how the agreement's provisions will be implemented. LGNZ is paying for the trip.
