Butcher's absences result of stress

Dunedin city councillor Fliss Butcher says a "serious breakdown" is behind her decision to cut back on the amount of council work she has undertaken - including attending fewer council meetings - since last year's elections.

She said yesterday she was working through her issues and was "absolutely" going to continue as a councillor.

Cr Butcher did not attend the annual plan submissions that ran over three days last week.

She put in an apology for the hearings, as did Crs Colin Weatherall and Neil Collins.

Crs Weatherall and Collins did attend some periods of the hearings.

Cr Butcher's name is not included on the council's list of appointments to outside organisations, and she has not been attending the many working party meetings.

She has been attending the four committee meetings that occur every six weeks, and did attend January's draft annual plan hearings.

Other councillors have raised questions about her attendances.

After last year's election, Cr Butcher applied for a leave of absence on health grounds, which was approved.

That followed her walking out on the new council's first meeting in October, after which she launched a scathing attack on Mayor Dave Cull's committee selections, accusing him of political and gender bias.

She said at the time the only thing that had stopped her resigning was the cost to the city of holding a by-election.

Cr Butcher's mother died last year.

Asked yesterday about her non-attendances, she said her daughter was pregnant and she was doing "nanny duty".

She did not care what anybody thought of that because "that's important to me".

"Secondly, I decided I had been doing far too much work, and had taken on far too much over the last six years, so I decided to cut back on everything because I was so stressed."

That decision was based on "doctor's orders", she said.

"I am working through the issues. I still turn up when I need to go and when I know there is something I can contribute to.""You can print this if you want to, I don't really mind, because people should know I've had a serious breakdown."

Mr Cull said last night he was unaware of Cr Butcher's health problems.

If councillors were unable to perform their duties, they needed to inform their colleagues, he said.
