Saddle Hill Community Board chairman Scott Weatherall said the dumping of the animals, a deer and two sheep, along with household waste in a forestry block next to Big Stone Rd, south of Brighton, was part of an ongoing problem.
He posted pictures of the dumping site, which was visible from the road, on social media and asked if anyone knew the culprits, because it was a particularly bad example and because he felt the issue needed to be raised.
He was also concerned the dumped sheep may have been poached from a farmer.
The issue of dumping was not a new one, he said.
It happened in the area most weeks and was a problem in forestry blocks throughout Otago.
There was another site nearby where people had been dumping everything from fish carcasses to human waste.
This site was not visible from the road, but the smell was "incredibly bad'' for people who drove past with their windows down.
In cases like this, the council sent out contractors to clean up the mess, which put them at risk of contracting diseases.
He did not believe the problem was caused by the council charging too much to dump rubbish at the Green Island landfill, as it had been an issue for such a long time.
