Big projects' costs implication flagged

Otago Regional councillors need to know all the possible funding implications of its decisions on big dollar projects like the Otago Stadium, proposed office block and Leith Lindsay Flood Protection Scheme, Cr Doug Brown says.

The council was required to have its draft Long Term Council Community Plans (LTCCP) to auditors in early February, yet still had to make decisions on its proposed $37.5 million funding of the stadium and proposed $28 million office block.

It was still unknown how much the Leith Lindsay scheme was expected to cost council, as the latest estimate of about $21.4 million was done in 2004.

Staff and consultants were working on current estimates.

Finance and corporate committee chairman Duncan Butcher said staff were working on several different versions of the draft LTCCP.

Completed variations could then be used to suit the council's decisions.

Chief executive Graeme Martin said all three issues had been considered by council in the past and it had made decisions on them.

Cr Brown said that was not good enough, as there were "huge implications going forward" in the decisions the council was required to make.

"A lot more detail has to be provided."

Corporate services director Wayne Scott said councillors would be provided with whatever information was needed to make the decisions.

Cr Gerry Eckhoff suggested that councillors should be making the decisions mindful of what level of rate increase they were happy to impose on ratepayers.

Cr Michael Deaker said this year, more than ever, it was important to look at the end result, given the significant economic crisis.

The council was expected to make its final decision on the stadium at a special meeting scheduled for February 11.

A date had not yet been set forthe council to consider the proposed building.
