A terrified dairy manager ''locked the doors'' as police and gun-wielding armed offenders squad members stopped a vehicle in South Dunedin and arrested a man yesterday.

Seven police cars and two unmarked cars pulled over a vehicle at the intersection of Hillside Rd and Burns St about 9am in what police described as a ''routine traffic stop''.

Sports Dairy manager Tammy McNaught said she only realised what was going on after she heard ''all these sirens'' and looked outside.

She said a ''carload of guys'' were stopped back from the lights and the AOS had guns drawn and were ''yelling and screaming'' at the occupants to get out.

''It all happened so fast.

''I was really scared,'' Ms McNaught said.

Otago Tyres workshop foreman Kendall Henderson said it all happened in the space of about 10 minutes.

Two men were in the front seat of the vehicle, but Mr Henderson was not sure whether anyone was in the back.

''I definitely saw them get out with their hands in the air. It was pretty quick,'' he said.

A man who was handcuffed by police but released a short time later, told the Otago Daily Times he was an occupant of car that was stopped but would not comment further.

A police spokesman said the incident involved the AOS as a ''precaution''.

''The situation was resolved with no further incident and the public should not be concerned for their safety,'' the spokesman said.

He said there was no indication the incident was gang-related.
