The third-year tourism and marketing student is the youngest of a new crop of people replenishing what was the depleted membership of the Dunedin Ratepayers and Householders Association.
Mr Grigor joined the lobby group this week because he was "passionate about Dunedin".
He now plans get other young people involved.
"I need to find more young people who are as passionate about this place as I am," he said.
Mr Grigor is also a member of the 3251-member-strong, online network The DCC has lost the plot.
A similar forum hosted by the ratepayers association could attract younger people, he said.
"Young people spend their time online, they don't go to meetings. If the internet is the way to get them, then I'll do that."
Mr Grigor moved to Dunedin four years ago.
He had been thinking of joining the ratepayers association "for some time", motivated by city council decisions he opposed, such as the level of public funding for the Forsyth Barr Stadium, changes to city parking charges, the closure of John Wilson Dr, and the prospect of redeveloping the former chief post office as the new city library.
The association's new chairman Lyndon Weggery welcomed Mr Grigor's membership.
"It is great to have him as part of it," Mr Weggery said.
