Further consultation will be undertaken by the Cromwell Community Board on its proposal to upgrade the town's memorial hall.
The board considered 27 submissions received on the proposal, and seven people spoke to their submissions at the board's meeting this week.
Most submitters supported a hall upgrade, although some questioned the need for certain parts of the proposal.
Board chairman Neil Gillespie said the submissions would be used to further consult with planners.
"We are pretty mindful of the financial situation at the moment," he said.
Relocating the museum within the building and establishing a cafe there were not popular ideas.
Some submitters were concerned about a commercial operation being linked to a community facility and others said the museum should be separate.
It was suggested a multipurpose hall could generate noise problems if more than one group was using it at a time.
Some submitters asked if a new building should be constructed, but others said the timber floor was excellent for many uses.
Representatives of groups which use the hall asked for consideration to be given in respect of how the hall was used.
All opposed significantly higher rental charges.
Community board member Helen Hucklebridge said an upgraded hall would attract more use, which would spread fees over more users.
