Chrisholm Park Golf Club professional golfer Andrew Whiley says the continued closure of John Wilson Ocean Dr is costing him "thousands" in lost business each year.
Mr Whiley, who owns and runs the club's golf shop, said the road's closure in 2006 had eliminated the problem of speeding younger drivers - after four accidents in a 12- to 18-month period - and had reduced vandalism and rubbish problems at the club, too.
However, Mr Whiley, not speaking for the wider club, said the road should be reopened during the day.
In the past, tourists would sometimes decide to play a round of golf after driving to Lawyers Head to enjoy the view and eyeing up the golf course, he said.
The drop in business was costing him up to $8000 a year, Mr Whiley estimated.
A gate that allowed daylight access, and could be locked each evening, would ensure "full public and tourist access during the day and the evening problems would be greatly reduced", he said.
"[The road] was a great and unique feature of the Dunedin beaches and it is a shame to have this continually being denied to us all," he said.
Council community life general manager Graeme Hall said the proposal was one of many that would be covered in a staff report outlining options, due to be presented to the next community development committee meeting on June 9.
