The two men raided the cafe's fridges, took liquor and destroyed the centre's touch-screen computers and the scooters with a hammer early on Saturday, Taiaroa Head manager of operations Hoani Langsbury said.
The intruders also tossed five dozen chicken eggs at the back door of the popular tourist spot.
''It was pretty bizarre behaviour,'' he said.
''You would think they were high on alcohol or drugs to be doing something that random.
''They have smashed all the electronics [on the mobility scooters].
''They were trying to get them to go so they could go joyriding on them, which is another bizarre thing, so they have just taken the batteries.''
The mobility scooters were for people with disabilities to access observation areas.
The pair had stolen at least $800 in cash and $1000 of food and alcohol.
''Pretty much everything, from ham to freshly made baking - they have cleaned out the freezer and the fridge that we hold all of our stock for the weekend in,'' he said.
''They have also taken all our wine, beer and various spirits. They have been selective about the spirits. They have taken the Galliano and Cointreau.''
All the tills in the centre were opened and damaged and a rear door was jemmied open with a bar.
The raid was disappointing, Mr Langsbury said.
Sergeant Steve Aitken said police were reviewing CCTV footage of the raid.
The raid appeared to be motivated by money rather than vandalism, he said.
While police inquiries were ongoing, any help the public could provide would be helpful.
