Dunedin library services manager Bernie Hawke said the Bookbus stop at Willow Park had four or five regular customers.
Usage at the other two Mosgiel stops was lower.
The number of books issued at the three stops fell below the recommended level of one issue per minute - a viability measure for mobile library stops used in the United States and Australia.
Despite the distribution in March last year of 850 flyers promoting the Bookbus service to houses near the stops, the number of issues at the three stops remained low.
Mr Hawke said the Mosgiel Library had easy access, a large car park and was near a supermarket and catered to the Mosgiel community and schools, which curbed the Bookbus usage.
Although there were no plans to make changes to the Bookbus service in Mosgiel its usage was being monitored, he said.
''The stops could be relocated to a higher priority area.''
An alternative area for the service had not been investigated and the Mosgiel Taieri Community Board and community would be consulted before any relocation decision was made, he said.
Board chairman Bill Feather said the possible relocation of stops away from Mosgiel was understandable.
Mosgiel residents should use the Bookbus or face losing the service, he said.
''It would be disappointing to lose it.''
Senior library assistant David Kellett, in Mosgiel last week, said the Bookbus was most popular at Willow Park.
''They love it,'' Mr Kellett said.
''There are a group of regulars at this stop.''
