The Otago Regional Council will today decide whether to adopt a proposed public transport plan, to guide the sector for the next six years.
Just over 50 submissions were received on the draft, but they did little to change the document.
A hearings committee accepted all but two of the recommendations initially made by council transport staff.
Controversial requirements for buses to be replaced after 15 years and meet higher emissions standards were retained.
The committee did not accept a recommendation for Coast Rd to be used in a trial Friday-night bus service between Dunedin and Palmerston.
It also rejected the trial of an amended Sunday bus service between St Clair and Normanby.
Changes to existing bus routes, timetables and fares were commonly asked for in submissions, but committee members said such issues would soon be addressed in separate network reviews.
If adopted, the plan would allow for seats to be installed in bus shelters on request, negating the need for a policy change.
The plan will come into effect 25 working days after its adoption and will be publicly available.
