Way cleared for new roundabout

One of the most dangerous intersections in the Queenstown Lakes district has been prised out of the tangled web of Frankton Flats plan changes by the Environment Court, clearing the way for construction of a new roundabout for a modified road layout with path and cycleway.

The call for the court to release its decisions now was made because of "ongoing safety concerns" at the existing intersection of Glenda Dr and State Highway 6 and with the awareness warmer months would help with sealing roads.

Environment Court Judge Jane Borthwick, in Christchurch, did not see a compelling reason to delay the release of the two notices, a move welcomed yesterday by Shotover Park Ltd co-director Alastair Porter.

"We are delighted. This will enable work to start sooner rather than later on a very dangerous intersection which has been the site of numerous accidents in recent years," he said.

Judge Borthwick granted two roading notices of requirement for the busy intersection in two consent orders on August 24.

One order was between Shotover Park Ltd as appellant and the Queenstown Lakes District Council as respondent, while the other was for Shotover Park Ltd as appellant and the New Zealand Transport Agency as respondent.

The first notice was for a new roundabout at the intersection of the proposed and long-awaited eastern access road and SH6, for a modified layout to the existing intersection of Glenda Dr and SH6, and for a proposed path and cycleway along the south side of the highway.

The second notice was for a second new roundabout on the access road at its intersection with a new "Road 2", and Road 2 itself, which will extend from the second roundabout to an intersection with Glenda Dr in Shotover Park.

Glenda Dr would become left-turn in only, and the roundabout - which would link to the access road and a secondary road to Glenda Dr - would be used for all other entry and exits.

The court told parties during the hearings for plan change 35: Queenstown Airport aircraft noise boundaries, the appeals for plan change 19: Frankton Flats rezoning and the lot-six notice or requirement direct referral, the decisions on the road notices would be released at the same time as the decisions on the appeals.

However, Shotover Park submitted a joint memorandum to the court asking for the notices to be separated from plan change decisions. The memorandum was signed by all parties except Queenstown Central Ltd and the council, as the council "saw no reason to pester the court for an early decision on the road" notices on August 6, the judge's consent orders said.

Mr Porter said business was growing on the Frankton Flats, so the need for safe access was essential.

"A new roundabout will help slow traffic down on the state highway, and provide access to the new, recently approved Mitre 10 Mega and, of course, the much-anticipated Pak'n Save supermarket."
