The Dunedin City Council has delayed the removal of trees from Walton Park, Fairfield, and the Saddle Hill Community Board is urging it to hurry up.
The trees, planted on a 10ha block in 1980, reached maturity in 2010 and harvesting could have occurred at the end of that year.
However, the trees remained in place, as access issues were encountered.
The community board had requested a smaller, 2ha block of trees shading neighbouring properties be removed while access issues were resolved for the remainder.
Cr Colin Weatherall, at a recent community board meeting, said the removal needed to go out for tender and council staff needed to take "some urgency".
"We've promised those people relief, so we need to ask staff, with urgency, to advertise the 2ha for milling ... if it's cost-neutral they need to move immediately to undertake that work."
Council parks and reserves team leader Lisa Wheeler said a tender for the felling would go out in about a month.
Its terms were to include no cost to council, as no funding was available for the work.
It was difficult for staff to produce such a tender document, because of the unusual terms.
