A draft Clutha District Council bylaw is intended to make a two-month summer ban on glass for the Kaka Point foreshore a permanent annual feature.
Planning and environment manager Murray Brass said the council's existing regulatory bylaw allowed it to impose temporary bans on glass in public areas from time to time, and by publicly notified resolution.
The proposed new bylaw would make the two-month ban on the possession of glasses or glass bottles at the Kaka Point foreshore a permanent annual ban.
This would mean the council would not have to consider the request each year for the temporary ban.
Mr Brass said the temporary bans over the past two summers had been in response to the Kaka Point community's concerns about broken glass on the foreshore area being a major safety hazard during a time of the year when several community events take place.
The bans had been in force over the foreshore near the esplanade from the intersection with Rata St to the intersection with Karoro Creek Rd, from December 1 to January 31.
Moana St was also included from December 30 to January 2.
The proposed new bylaw covered the same areas and time frames.
The ban will not mean any extra enforcement costs for the council.
Permanent signs would be considered and could be combined with other signs around dog control and freedom camping rules.
Those caught taking glass into the areas could face a maximum penalty of a $20,000 fine for breaking a bylaw.

Submissions close November 1 at 5pm, and if required, a hearing would be held on November 3.
