Council property and facilities manager Mike Kerr (57) died of a medical event on Thursday while attending a work conference in the North Island.
Council planning and environment executive manager Louise van der Voort said Mr Kerr was a "cherished friend" to his council colleagues, and his contribution to Central Otago "cannot be underestimated".
"Mike was a valued manager, loved by his team, and recognised for his commercial acumen and his drive to achieve the best outcomes for the community."
Mr Kerr had been in his council role since moving to Alexandra from Dunedin in 2005.
He had previously worked for Landcorp Farming Ltd, Land Information New Zealand, the then Department of Survey and Land Information, the Department of Conservation and Opus.
Mr Kerr's recent council work included a strong involvement in the Cromwell master plan, the Alexandra Pines and Cromwell Gair Ave property developments, and the Alexandra Airport development
Council chief executive Sanchia Jacobs said Mr Kerr had a "passion for life and a sparkle in his eye" and his loss was an "incomprehensible" one for his family and friends, "as well as to the community at large, through the relationships he built".
Mr Kerr's wife Rachel and sons Jackson, Reuben and Ethan said Mr Kerr was an "amazing" husband and father who was dedicated to his family and "so proud" of his sons.
He was an active sportsman, especially in tennis and rugby, and also coached school rugby in Alexandra.
He had a "brilliant mind" and a vast knowledge of the property sector, and "absolutely loved" the Central Otago district, Mrs Kerr said.
